Thomas Hobbes had a negative conception of the state of nature, for him, it represents a state of permanent war and continuing risk to the individuals. For Hobbes, cunning and strength are the two main characteristics in the state of nature. Everyone attempts to dominate the other; hence the maxim man is a wolf. For Hobbes, the state of nature is the reason for the existence of government. Without a government that has sufficient power to enforce criminal laws and effectively regulate people's behavior, the state of nature will inevitably dissolve in the state of universal war of all against all.
